Passport Services
The Global Passport Seva Programme will come into effect on March 3, 2019, request you to kindly apply passport applications through the portal https://embassy.passportindia.gov.in or Visit BLS centre for assistance in filling the application through the portal with the required documents for the service rendered.
"All applicants seeking passport or passport related services are required to be physically present at the time of making application in the Sultanate of Oman and should visit in person at BLS Office in Muscat or its mobile collection centers located at Sur, Sohar, Nizwa, Salalah, Buraimi, Khasab, Shinas, Duqmand Ibri. This is also applicable for minors and new born babies.
An ordinary passport is valid for ten years from the date of issue. However, the Passport Issuing Authority (PIA) can issue passport even for a shorter duration. Minors are issued passports for 5 years or up to attaining 18 years, whichever is earlier.
Photographs should be recent (within six months) in dark colour, against white background and should be of the size of 2" x 2 ". Photograph should have a frontal view, with both ears and chin to forehead being visible. Eyes should be open. There should not be any distracting shadows on the face or on the background. Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown. Photo graph in uniform is not accepted. The expression on the face should look natural.
Emergency servicefor issue of passport can be availed by payment of an additional fee of R.O. 58.100/- under the Tatkal Scheme in addition to the Normal fee
Tatkal Services has to be applied between 9am and 11am on Sunday - Thursday
Delivery of the serviced document would be done, preferably, to the applicant himself/herself or to the person authorized by the applicant in writing and accompanied with the official receipt given to him/her at the time of submission of the application for service"
Following are the general requirements for all types of Indian passport services one can apply in OMAN. Please prepare your passport application according to the guidelines given below.
All applications are to be accompanied with a photocopy of the prescribed pages of the passport-first two pages, last page and the page containing valid visa and pages with any observation in passport. A copy of ID card / residence card also to be enclosed.

- Applicant should submit online application form from website link- https://embassy.passportindia.gov.in/ along with 2 white background photo . All particulars in the application should tally with those in the current passport. (Please refer to the photo specification guidelines mentioned above)
- Current Passport in original along with photocopies of the first, last, address page (if separate page), any other endorsement pages and visa page of the passport and additional booklets, if any. A copy of ID card / residence card also to be enclosed.
- If the passport had expired more than one year back, it should be accompanied with a Delay Sworn Affidavit Form explaining the circumstances and the reasons for late renewal. The Sworn Affidavit is to be signed by the applicant in the presence of the Consular Officer.
- Passport will be retained during the period of the service.
- Applicant should be ordinarily resident of Oman and the applicant should come personally.
- Spouse name can be included by writing the spouse name clearly on the application .However it is advisable to submit the spouse passport copy or name id so that correct spelling is incorporated on the passport.
- In order to change the address any document evidence with changed address like original Election Commission ID card, water electricity or telephone bill in applicant's name, nationalised bank passbook with 6 months bank statement (with permanent address mentioned in the passbook attested and signed by bank official along with applicant photograph) and Aadhaar card issued by UIDAI, Government of India is accepted. For minors, parent's passport copy will suffice to change address. All documents should be in original for verification and copy should be attached along with the application.

Issue of Fresh passport (36 pages booklet, validitiy-5 yrs) for Minor child (below 18 years) | Fee: 20.200 Document required
- Applicant should be ordinarily resident of Oman.
- If the final validity of the passport is less than one year or within one year of expiry of the passport/ on exhaustion of pages or on change in appearance.
- All applicants seeking passport or passport related services are required to be physically present at the time of making application in the Sultanate of Oman and should visit in person at BLS Office in Muscat or its mobile collection centres located at Sur, Sohar, Nizwa, Salalah, Buraimi, Khasab, Shinas, Duqmand Ibri. This is also applicable for minors and new born babies, where physical presence of both the parents is required. In the event of either of the parent not physically present in Oman, he/she is required to submit Annexure c along with the application.
- The application should be duly filled in and signed by both parents and the child should affix his / her signature or thumb impression in the signature box.
- Applicant should submit online application form from website link- https://embassy.passportindia.gov.in along with 2 white background photo . All particulars in the application should tally with those in the current passport. (Please refer to the photo specification guidelines mentioned above)
- Both the parents' original passport and its Copy is must and physical presence of both parents is required while submitting the Application.
- Photo copy of passport of both the parents (including Visa Page) must also be enclosed. ID card / residence card also to be enclosed.
- Current Passport in original along with photocopies of the first, last, address page (if separate page), any other endorsement pages and visa page of the passport and additional booklets, if any. A copy of ID card / residence card also to be enclosed.
- If the passport had expired more than one year back, it should be accompanied with a Delay Sworn Affidavit Form explaining the circumstances and the reasons for late renewal. Sworn Affidavit is to be signed by the applicant in the presence of the Consular Officer.
- Change in address can be done based on parent's passport copy.
- Please apply for a separate passport for Minor child, whose name is presently included in Mother's / Father's passport.

Application for Passport for a New Born Child | Fee: 29.350 Important Notes:
Parents holding Indian passports should register birth of their children born in Oman with the Embassy of India, Muscat within a period of one year from the date of birth.
If an application for passport is made after one year of the birth of the child, the case will have to be referred to Ministry of Home Affairs (MHA), Indian Citizenship Section, 26, Jaisalmer House, Mansingh Road, New Delhi-110011, in the prescribed application form for getting approval. Procedure for getting approval in such cases from MHA takes considerable time. It is, therefore, advised that parents holding Indian passports should register birth of their children born in Oman with the Embassy of India, Muscat within the prescribed period of one year without fail.
- Applicant should submit online application form from website link- https://embassy.passportindia.gov.in along with 2 white background photo . All particulars other than name and signature in the application should tally with those in the present passport.
- Present passport of both husband and wife in original with a photocopy each of first, last, any other endorsement pages & page containing valid visa. A copy of ID card / residence card also to be enclosed.
- Original and copy of Marriage Certificate issued by Registrar of Marriages and in case marriage is performed at Mosque / Church / Gurudwara / temple etc the certificate should be duly attested by the Home Department of the concerned State in India where the marriage is registered and then should be apostilled by Ministry of External Affairs, New Delhi or its branch offices. If married abroad then the certificate needs to be attested from an Indian mission of that country.
- Change of Name Form, in the prescribed format, signed by the applicant in the presence of the consular officer for change of name.
- All applicants seeking passport or passport related services are required to be physically present at the time of making application in the Sultanate of Oman and should visit in person at BLS Office in Muscat or its mobile collection centres located at Sur, Sohar, Nizwa, Salalah, Buraimi, Khasab, Shinas, Duqmand Ibri. - Divorce Decree issued and certified by the competent Court or Divorce order from Wakf Board or Death Certificate issued by the Registrar of Deaths and duly attested by the Home Department of the concerned State Government in India. If such a decree is issued in other countries, then the order should have been authenticated by the Ministry of Awqaf and attested by the Ministry of Foreign Affairs of the concerned country. The document should also have been attested by the Indian Mission in that country.
- Change of Name Form in the prescribed format signed by applicant in the presence of Consular Officer for change of name.
- If the passport had expired more than one year back, it should be accompanied with a Delay Sworn Affidavit explaining the circumstances and the reasons for late renewal. Sworn Affidavit is to be signed by the applicant in the presence of the Consular Officer.

- Paper cuttings, in original, of two leading daily newspapers, notifying the change of name. - If the validity of the present passport expired more than one year back, Delay Sworn Affidavit for late submission, signed by applicant in the presence of Consular Officer
- All applicants seeking passport or passport related services are required to be physically present at the time of making application in the Sultanate of Oman and should visit in person at BLS Office in Muscat or its mobile collection centres located at Sur, Sohar, Nizwa, Salalah, Buraimi, Khasab, Shinas, Duqmand Ibri.
- The Application should be presented for acceptance only after 30 days from the date of last of the 2 advertisements.
- Passport will be retained during the period of the service.

- Two recent photos with white background and frontal view (3.5 cm x 3.5 cm).
- Applicant should submit online application form from website link- https://embassy.passportindia.gov.in/ along with 3 white background photo . All particulars in the application should tally with those in the current passport. (Please refer to the photo specification guidelines mentioned above)
- Photocopy of the lost passport. A copy of ID card / residence card also to be enclosed.
- First Information Report (FIR) from the Police authorities and its authentic legal English translation as well as a letter issued by the local immigration subsequent to the police report along with photocopies of the FIR and the Immigration letter.
- A letter addressed to the Embassy, from the sponsor/employer (from parent in case of a minor) of the applicant on the company's letterhead intimating about the loss of the applicant's passport and explaining circumstances leading to the loss of the passport. One photo of the applicant should also be pasted on the letter.
- Company Registration copy including Authorized signatory paper or any other identity proof of the sponsor.
- Original with a copy of one or more of the photo-affixed identity cards to establish identity and nationality. The original will be returned after verification. The photo identity card could be (a) Identity Card (b) Labour Card (c) Health Card (d) Driving License and (e) Election commission card.
- Newspaper advertisement, in original, in two leading local dailies (one each in English and Arabic).
- An affidavit explaining
- The circumstances under which the passport was lost;
- Details of travel on the lost passport;
- Details of travel concessions including Transfer of Residence benefits, Foreign Exchange availed of, imports made by the applicant on the lost passport;
- Places of stay and work in Oman since arrival.
